After graduating from the prestigious Moroccan engineering school “École Mohammedia des Ingénieurs”, Loubna Boutaleb continued her studies in Canada where she obtained a Master in Operation Management from HEC University in Montreal. She then joined the world of organisational and managerial consultancy in international firms where she supervised the organisational and strategic changes of large industrial groups and the banking and insurance sector. In 2006, she joined one of the first major structuring projects, where she held various positions of responsibility within the Bouregreg Valley Development Agency, before being entrusted with the management of studies, the institutional and financial set-up, and the construction and operation of the first modern right-of-way tramway network in Morocco. She then became General Manager of the Rabat-Salé Tramway Company. Since then, Loubna Boutaleb has been involved in the development of sustainable mobility at the scale of Rabat Capitale, in particular by leading the elaboration of the Sustainable Urban Mobility Plan of the conurbation for the year 2040. In 2022, the company’s scope of activity was expanded to become Rabat Région Mobilité. Today, she is one of the most eminent experts in urban mobility planning and management on the African continent and southern Mediterranean, and has been appointed Vice-President for the Maghreb within the MENA division of the UITP.
